The electricity at my husband’s company has not been fixed and has been ongoing in his department for about 2 years, on and off going. Regardless of his going to management to fix the problem, they won’t listen.

Depending upon where you live in the world. There are Human Rights Commissions that speak to working conditions of people.
There are standards for work conditions in North America and most western countries.

If you are in the United States and the problem is a safety hazard you could make an anonymous phone call to OSHA.
If it isn’t a safety hazard there really isn’t anything that can be done.
